Governor Jeanne Shaheen presented her budget to the legislature today. In addition to laying out what she said was a responsible two year budget, the governor called for a long term solution to education funding. Here are excerpts from her speech.

Reaction tonight from Senate President Arthur Klemm. Klemm says the Senate welcomes the Governor's input. And that "I do believe with a new House and Senate, we will explore all potential solutions to the education funding issue this year and we will balance the budget.As we move forward, I expect we will see a long term bipartisan solution to the budget issues that maintains NH's advantage as a low tax state."

Even with the tone of the market showing improvement, analysts caution against reading too much into the upturn. Many expect to see continued churning.
The Dow Jones industrial average ended up 95 points.
The American Stock Exchange was down 2 points.
The tech-focused Nasdaq composite rose 61 points to 25-hundred-53, extending its gains from the previous session.
And the broader S-and-P 500 index gained ten points.

Congressman John Sununu has introduced a bill to help families of fallen police officers or firefighters. His plan would make survivor benefits paid to families exempt
from federal taxes. Sununu says benefits already are protected for safety personnel
killed since 1997. His bill eliminates the cutoff date. It would apply to families of police officers, corrections officers, firefighters or EMTs killed in the line of duty.

The discovery of two bald eagles nesting near the path of the proposed Manchester Airport access road is not likely to stop the project.
Acting Transportation Commissioner Carol Murray says the presence of the eagles
may mean moving a proposed highway bridge further away from the nest.
The nest is next to the Merrimack River in Bedford. Eagles are protected by state and federal law.

introduced a plan to help clean up abandoned factory sites,
including hundreds in New Hampshire. The so-called "Brownfields"
legislation would provide money to clean up dormant sites so they
can be redeveloped safely.
